Once again, the Washington Post is the only main line news organization in the area

Once again, the Washington Post is the only main line news organization in the area asking the right questions about the police.



We have to disagree with the Post on several points.


Police oversight won’t change a damn thing in Fairfax County. In fact, police oversight, nationally, is a failure and the facts are there to prove it, check it out. The police politicize the boards and within a few years, the oversight commissions are useless.


No, oversight will not fix the national police problem. And that’s what we have, a national police problem. The cops, who have more power than ever before, still live in 1955 and they ain’t changing. ...and here’s the scary part...there ain’t a damn thing you can do about it and they know.


We have a national police problem in America created by thousands of police departments that employee tens of thousands of people of varying degrees of professionalism.


Policing has grown into a multibillion-dollar business that we have no control over and we pay for it. Local governments pay at least one billion dollars a year to settle lawsuits created by blatant, avoidable, acts of stupidity and cruelty by the police. As a result, teachers are laid off, schools suffer, roads go unrepaired, parks are filthy, the uninsured go untreated and homeless and poor go without and the quality of life and the promise of America takes another step backwards.


It doesn’t matter if one of these things happens or if all of them happen, the point is it shouldn’t happen at all. But it does happen, again and again and again and all because some punk with attitude was hired by the local police.


We have no mechanisms in place to check the booming police industry and that’s just foolish because once people and institutions get power, they never give it back. Stop and think about it, do you really think Rohrer has forgotten to look into establishing a review panel?


Our elected officials, fearful of being accused of being soft on crime, are generally too terrified to step in and the US Justice Department is geared to indulging the cops with funding and studies.


In the case of the Fairfax County Police, enjoying a long-standing reputation for professionalism and scandal-free dealings with the public, the Post, in all due respect, is wrong. Read the departments history. The department, which is essentially only fifty years old, has been involved in a series of questionable shootings. Fairfax County cops have caused a race riot once. They raided bars to find drunks and then busted up several saloons. They’ve beaten up children, knocked the teeth out of an elderly janitor’s mouth for no reason, robbed banks, committed incest, arson and murder. They have repeatedly lied in court. To call the racist is to be kind....the facts are all found in past editions of the Washington Post and not at all difficult to find.


Regardless, the Post does a hell of a good job in setting the record straight where the Fairfax County Police are concerned and the paper deserves recognition for that.


What Fairfax County needs is a new police chief who isn’t hired from within the department. The punk attitude that the Fairfax County Police are known for (not only by the citizens but also by other cops from around the area) comes from the top down. The force senses the disrespect and contempt that the brass has for the people and they mimic it.


Fire this guy who is running things...he’s a poopoo head..... and give the new chief a written directive to open the department up to the citizen’s questions about their practices.

Compelling police accountability

FAIRFAX COUNTY POLICE enjoy a long-standing reputation for professionalism and scandal-free dealings with the public they are sworn to protect. However, the department's recent track record for accountability in a few cases involving shootings by police officers suggests there is room for improvement.


In one such case, the county police have remained tight-lipped about the fatal shooting 13 months ago of David Masters, a carpenter and former Army Green Beret with bipolar disease. The police have been conducting an internal investigation into the shooting for a year, and they have yet to release findings. The officer who shot Mr. Masters has remained on the force at full pay, though he is limited to administrative duties.


The department has not adequately explained why the investigation has taken so long. The incident involved just a handful of officers, one of whom fired the shots that killed Mr. Masters as he sat alone and unarmed in his vehicle. Police officials, when asked when they might reach some sort of conclusion, have reacted with what amounts to a shrug. Some of Mr. Masters's loved ones are furious.


A group calling itself the Virginia Citizens Coalition for Police Accountability, founded by a retired District police detective who lives in Fairfax, has urged the county to establish a citizens board empowered to review questionable incidents involving the police - particularly in cases of lethal force used by officers. The proposal has support from members of the county Board of Supervisors, which asked Fairfax Police Chief David M. Rohrer to look into establishing a review panel.


The next step is unclear, as is the county's approach. Fairfax police have made no effort to contact the national association that serves as a clearinghouse for information about how citizen review boards work. Nor have they contacted the Office of Police Complaints in the District, a 10-year-old body with considerable expertise and resources.


Dozens of police departments nationally, including plenty that are smaller than Fairfax's, have such oversight mechanisms. The most effective ones function independently of the police chain of command and have investigative muscle - even, in the case of the District's office, the power to issue subpoenas.


Judging from the less-than-forthright behavior of the Fairfax police in the Masters case, there is every reason to think that creating an external review body would be helpful, both as a means to shake loose information in response to reasonable allegations of police error, misconduct and abuse, and to encourage accountability.

Murder

Wilmington Delaware has settled a lawsuit for $875,000 to the widow of a former US Marine who was shot to death by a cop while he was still incapacitated from from being struck with a taser. Witnesses say he was vomiting and shaking while officers were shouting at him to pull his hands out of his pockets but the officers were cleared by an internal review.

Assault
University of Missouri at St Louis police are accused of using excessive force in an unprovoked attack against a disabled student who was working as a DJ when he had the police called to help deal with a volunteer employee he claimed was out of control. Instead the responding officers allegedly went after him and began beating and kicking him in front of a crowd of students who began to shout as they watched the incident through the radio station’s glass windows.

Narcotics/ Alcohol
Over 250 New Jersey cops, fire fighters, and corrections officers have been implicated in a Star-Ledger investigation that claims they were clients of a doctor who, in most cases, illegally gave them steroids. The investigative report also continues in a second part that details multiple excessive force cases and legal actions associated with officers who were allegedly supplied by the doctor who recently died.

An Albany New York cop has been suspended without pay after being arrested on a drunk driving charge while off-duty.

Civil Rights Abuse
Some New York NY cops in the 79th Precinct are allegedly threatening to boycott alleged summons quotas that have been in the news repeatedly over the last year and often blamed for several recent false arrest cases. Officers say that even they don’t feel these “productivity goals” are right and there’s already been one boycott where some officers didn’t write a single summons for their entire shift, though that was to protest disciplinary shift changes for cops who didn’t meet their quotas.

Seattle Washington police, in response to a recent settlement, have agreed to change their trespassing enforcement policy that previously allowed officers to ban people from a number of properties in one fell swoop based almost solely on appearance, not any actual actions.

A Little Rock Arkansas cop who had been fired for uttering racial slurs on camera has been rehired by the decision of a civil service commission upon his appeal. Several groups are outraged over the decision and the Black Cop’s Association there is calling for the resignations of the three commissioners who overturned the discipline.

Cops and animals: A strange, strange relationship


The New Castle County Delaware police department is accused of lying in their press release that blames the shooting of a police dog on an armed suspect who, apparently, never fired a shot. Instead it’s come out that the dog was shot multiple times by three cops who also shot the suspect as well. Police, oddly, are still saying they believe the suspect shot the dog even though an investigation found the suspect’s gun hadn’t been fired. He’s now serving time for, well, shooting the dog.

Some Philadelphia Pennsylvania Narcotics Strike Force officers are under investigation after they arrested a 13-year-old girl on felony drug charges just because she was wearing a pink sweater similar to one worn by a male suspect they had under surveillance, even though she had no drugs and no record whatsoever. Thankfully a judge recently dismissed the case against her.

A Sarasota Florida cop has been fired for misusing a police database after she allegedly gathered information about a man her cousin’s friend was having a dispute with and that information was then used to commit a violent home invasion that included a 9-year-old and 15-year-old girl being threatened with knives and guns. She won’t face any charges over the incident.

What parts of the police department can be outsourced?

What parts of the police department can be outsourced or cut? Let’s start with the Fairfax County Police air force. ...yeah...they have a fuck’n air force. We’re firing teachers and cutting back hospitals services to the poor and they have a fucking air force.

Stop the proactive police crap. If we need you, we’ll call you.  Otherwise, just sit in your government owned cars, burn gas and sip coffee or anything else you want.  We don't care. We really don't.  Again, if we need you, we’ll call.

Don’t be a weasel


At this point, the Fairfax County Police office of internal investigations has no credibility. Its only purpose is to protect the department from embarrassment and to foil any outside investigations.



But we pay you to work for us...well to show up and drive around gas guzzlers all day...so we have a right to know what the hell it is your doing.


Create, within that office, a sub office of Citizens Concerns. That’s a nice, non-offensive name, but don’t underestimate the importance of nice, non-offensive names in the public relations war.


Under the office of Citizens Concerns, run a weekly public listing of cops that have been disciplined. You don’t have to publish their names, that’s just going to lead to all sort of trouble. Simply publish what action caused the discipline, what the outcome was and how many prior actions have been taken against the cop in question.


Post it on the county website. The first instinct of the police will be to agree to this and then weasel on it but hiding the report. Don’t be a weasel. Put down the donut and be a civic leader. Place the notices in a place people can find them, under a heading people can recognize.

Fire one cop, hire two teachers


If we’re going to pay these cops the kind of money we pay them, they should be required to hold at least an Assocaites Degree. On average, the cops earn about 20% more than teachers and for far, far less work, yet teachers are required to have at least a bachlors degree.

The Fairfax Police have never experience the brunt of citizen’s outrage, which explains most the arrogance of the Bozos who run the department. But all it’s going to take to unleash that outrage is one more suspicious shooting or one more badly executed (pun intended) pro-active police action like this remarkably stupid and probably illegal “war on distracted drivers” and the tinderbox could be lit.



Helping to start that fire is the thug attitude of the street cops that pry on Fairfax County and its citizens. The attitude comes from the top down, and not, as the department would like citizens to believe, from the bottom up. Combine the arrogance from the brass and the piss poor attitude from the much underworked and very, very overpaid street cops and you get the “US versus them” attitude that permeates the department and creates the air of secrecy and hostility that rules over the Fairfax County cops department.


Whatever the outcome of trying to calm the police down and bring them to the table of common sense, their budget has to be cut; their numbers have to be reduced. There is something wrong with a community that fires teaches to save money while the cops have enough manpower, money and time to randomly ticket citizens they think.....think, mind you.... are driving improperly. In budget cutting, release cops first, teachers later. This isn’t rocket science. One is an investment in our future the other is a pending lawsuit and another dead, unarmed citizen.

Here’s a solution


Here’s a solution to solving the punk problem with the Fairfax County Police. Issue the morons kevlar vests with a built in high-definition recording camera to take video footage of every encounter they have with the unsuspecting public. It should be streamed live to the public via the net.

A Woodstock GA cop is on administrative leave after he was arrested on domestic battery & obstruction of a 911 call charges.


Two New York NY cops are accused of beating then arresting a woman for disputing whether dog poop they ordered her to pick up really belonged to her dog.


A Nashville TN cop has been charged with aggravated assault for shoving a female detainee on video in a booking area, causing her to hit her head and fall.

A Denver Colorado cop is under investigation after being accused of roughing up a disabled woman who can barely see by slamming her into an elevator door then detaining her in cuffs before asking her if she learned her lesson… all because she didn’t let him into her apartment building fast enough. Part of the encounter was caught on video and appears to back the woman’s claims. No word on whether the officer’s partner is also being investigated for not doing anything to stop the alleged incident.

Two Jersey City NJ cops are facing suspension after they were caught on video stealing car keys from a valet kiosk and throwing them in the bushes during a fundraiser hosted by that city’s mayor while 300 officers were protesting outside over plans to lay off cops to balance that city’s budget.


The now-former police chief of Patagonia AZ and one of his officers has been sentenced to a fine for contempt of court after they charged a man with assaulting an officer, even though that officer wasn’t certified to be on duty.

Shiprock AZ police are being accused of wrongfully raiding an innocent family’s home using a vaguely-worded warrant that alleged the family was manufacturing and selling methamphetamine. Police found no evidence and no charges were filed, but the family says their reputations were ruined and the suffered trauma when they were held on the ground in front of their home with guns trained on their heads as neighbors looked on. They just want a public apology to clear their names but none have been made, in fact the police still insist they are making drugs despite finding no evidence to back that claim.

A Cresskill NJ cop is facing a disciplinary hearing over allegations that he wrote a racial slur on an EMT’s car then taped pictures of men kissing to his car and other similar allegations including that he cut the insignia from a firefighter’s shirt with a knife… while he was wearing it.

A US Federal Protective Service / Homeland Security officer has been sentenced to 18 months in prison for violating the rights of several people during illegal traffic stops that he didn’t have jurisdiction to make then filing false reports about them.


A Philadelphia PA narcotics strike force officer has been suspended while he’s under investigation for the 3rd on-duty theft allegation against him in the last 2 years. Apparently he has quite the reputation for it in the community and the latest claim is backed by witnesses who say they followed the officer when he arrested a relative and watched as he pulled into an abandoned area, took the cuffed man’s cash, then let him go before driving away.

An Oakland TN cop received probation after pleading guilty to falsely reporting that his badge stopped a bullet during a shooting incident he made up which resulted in two people being falsely arrested.

A Good Man
Joel Rosenberg, a well-known gun rights advocate and fellow blogger, was charged and arrested on a warrant over an incident a month ago where a Minneapolis Minnesota cop confronted him about him having a firearm while he was outside of the police chief’s office for an appointment. It’s being alleged that the charges are in retaliation for his filing a complaint over the incident because he claims he was following the letter of the law and had informed authorities he would be carrying before he entered the building as required by law.

A now-former Hunterdon County NJ prosecutor has filed a tort claim alleging that the state AG had him fired as part of a conspiracy to dismiss a slew of allegedly valid official misconduct charges against the sheriff and two of his deputies.

A Washington DC cop has been sentenced to spend 2 weekends in jail and probation for beating man in the head and hands with a baton in addition to striking a fellow officer in the back of the knee. Witnesses say the strikes were unnecessary as the man wasn’t being aggressive when he was hit from behind.


A Washington DC cop is accused of hurling slurs at a transgender woman then assaulting her while he was off-duty, which apparently prompted her to pepperspray the officer in self-defense. However, despite several witnesses confirming the victim’s story and saying it was the officer who initiated the incident, she was arrested for assaulting the officer.


A Clackamas County OR deputy has been arrested on assault & official misconduct charges for allegedly assaulting an inmate. No other details were available at the time

This is what happens when government workers get together
Aurora IL police are accused of seizing $190,000 from an immigrant family without charging anyone with a crime in a highly questionable use of that state’s forfeiture laws. When ordered by a judge to return the money the police claim they handed it over to the state and they subsequently handed it off to… Homeland Security? Officials there are claiming to hold the cash over drug violations, again without any charges being filed whatsoever.

A Portland OR cop with an extensive history of misconduct allegations, many of which have ended with large settlement offers from the city, is now the subject of yet another tort claim alleging he falsely arrested man for questioning him. That officer was recently promoted to sergeant despite his history and over the objections of several groups and his alleged victims.


The police chief of Uplands Park MO has been charged with knowingly employing officers who lacked certification while two of those officers have been charged with serving has cops without certification. The case originated due to a fatal high-speed chase one of the officers undertook, that officer apparently had quite the criminal record prior to joining the department too.

A Kern County CA deputy has accepted a plea deal for being under influence of meth while in possession of firearm… apparently because he was doing the meth while on-duty.

A Sunset Hills MO cop has pled guilty to 4 counts of involuntary manslaughter and a felony assault charge over a fatal DUI accident that killed four teens.

Wilmington DE has settled a lawsuit for an unspecified sum to the widow of a man who was shot to death by a cop because he wouldn’t remove his hands from his pockets during a raid… the suit alleged that he was unable to comply because he was already incapacitated by a taser at the time.


Three of the five New Orleans Louisiana cops on trial for their roles in the shooting death of Henry Glover have been found guilty. Glover was unarmed when he was shot at a distance in the wake of Hurricane Katrina. Officers subsequently covered-up that death by burning a car he was transported in with his body inside and then falsified reports to hide what happened.


An Orange County FL deputy has been cited for failing to use due care and failing to use emergency lights & siren in a crash that left one person dead.

A Washoe County NV deputy has been charged with vehicular manslaughter for fatally striking a bicyclist with his patrol SUV while responding to a call without lights or sirens.

A Clackamas County OR deputy is the subject of a lawsuit alleging that he used excessive force when he tasered a mentally ill man in the chest then failed to assist him when he stopped breathing and went into cardiac arrest due to the shock, causing him to suffer brain damage due to lack of oxygen.

A Rhode Island State trooper has been sentenced to time served and must not try to regain employment as an officer in a plea deal for assaulting his neighbor twice in one day back in 2004.

A Sarasota FL cop has been fired on allegations that he misused police databases when he looked up information on a man who was involved in an ongoing dispute with the officer’s cousin and that the information he found was then used as part of a violent home invasion assault on that man. The complaint goes on to allege that the officer then lied about what he did when confronted by investigators looking into that home invasion.


A Volusia County FL sheriff’s captain has retired rather than face an investigation into why he drove his son away from a fatal accident that he caused while it was under investigation, which prevented his son from being tested for alcohol use.


Salt Lake City UT police are accused of falsely arresting a woman for hitting traffic cop. She claims the evidence shows she couldn’t have hit anyone due to the way her SUV was parked and the positioning of the police vehicles there. Apparently the traffic cop has a history of trying to file bad disability claims and she filed one over the alleged incident here too.


A Bossier Parish LA deputy has been suspended for 1 week without pay using her status as an officer to force a merchant into giving a relative a refund on an appliance that was bought at his shop, then giving him a fake name when he asked for it.

A Grants NM cop has been charged with felony child abuse, battery on a family member, and other charges stemming from an incident where he’s accused of hitting an 18-month-old child in the face at his home. EMTs who arrived at his home after the incident say the child had bruises and lumps from the alleged beating and witnesses claim this is just one incident in a pattern of abusive behavior from the cop

An unspecified number of Chicago IL cops are the subject of a lawsuit filed by the grandmother of 3 teens who were allegedly beaten & peppersprayed after the family called to complain about a neighbor who assaulted one of them. One of the teens was hospitalized after having an adverse reaction to the pepperspray.

We really have to do something about this ugly female cop situation.


 To be clear, I’m not say’n their ugly, but in the past we did get a complaint that they makes blind kids cry. One broad got suspended by her supervisors for mooning people from her squad car. Turns out she just had her head out the window.

Then there was that other one that we had to move out of Robbery becuase she’s so ugly the banks kept turning off the cameras when she showed up. On the other hand, no one minds if our females officers park in handicap spaces.....it just seems fair. We gave one woman a dog to work with but it didn’t pan out. She threw the dog a stick once, an ugly stick, damn dog got it and beat her with it.


Which reminds me, we have to get the dog catcher to stop locking up our females officers as strays. On the other hand, when they get sick, we do take them to the vet, so it all kinda works out. We had one on the force who was so ugly her parents named her “Shit happens”. The hospital put tainted windows on her incubator. I heard her mother had to get drunk before she breast fed her.

 Then there was that time the ladies held their annual “Day out together” and went down to the national. Bastards refused to let em out. I should have known their was aproblem when we arrived and the zoo keeper thanked me for “Bring’n back the herd” Its sad, they’re all single. Hell, even the calendar wouldn’t give these women a date

You know, I have this nagging fear that everyone is out to make me paranoid. I arrested a guy today for resisting arrest.....I know, it doesn’t make sense does it? I tried to pick up that new police woman we hired...I dunno, I assume its a woman, I go “You sure have a great looking tooth.” but...nada, nothing.....oh the hell with it, she smokes like a fish anyway. Still, she really rubs me up the wrong tree.


This morning I discovered I’m very good at opening childproof caps with a hammer. New summer uniform idea that came to me last night ....Black socks with sandals; Yes? No? Man, I’m so busy, I’m puttin in at least twenty hours a week I've just got my feet in too many pies right now.
